Camera Raw Does Not Support HEIC on Windows?

That blanket statement is outdated. Adobe's current support documentation says Camera Raw supports HEIF/.heic files on Windows 10. If a supported HEIC file does not open automatically, check Camera Raw's JPEG/HEIC handling preferences before assuming the format is unsupported.

Camera Raw currently supports HEIF/.heic on Windows 10

Adobe's current HEIC support documentation states that Lightroom Classic, Lightroom, and Camera Raw support HEIF/.heic files on Windows 10. A HEIC file failing to open is therefore not enough by itself to conclude that Camera Raw has no Windows HEIC support.

What about Camera Raw HEIC support on Windows 11?

Adobe's HEIC support page names Windows 10 in its Camera Raw support statement.

For Windows 11, Adobe does not give an equivalent statement on that HEIC support page. Check the current system requirements and HEIC documentation for your installed Camera Raw version rather than extending the Windows 10 statement automatically.
